No Child Left Behind Act
ESEA Title V, Part A, Innovative Programs State Grants - General Information

President George W. Bush signed the No Child Left Behind Act into law on January 8, 2002. This legislation reauthorizes the Elementary and Secondary Education Act (ESEA) and is the primary federal funding program supporting K-12 education. The reauthorized ESEA also reauthorized the Innovative Programs State Grants. It retains, with a few changes, the previous Title VI Innovative Education State Grants program that provides flexible funds to states and local education agencies (LEAs) to design programs to meet the educational needs of students in their own school districts.

Title V, Innovative Programs States Grants is an important source of funding for schools seeking to upgrade their use of technology. While it does not directly require technology purposes, it allows for technology purchases making it a significant source of "indirect" funds for technology. It is estimated about 30 to 40 percent of Title V Innovative Programs State Grants expenditures is used for technology. The total fund is $365 million in FY2002 with as much as an estimated $120 million used for technology purchases.

Purposes of the Innovative Programs State Grants include:
  • To support local education reform efforts that are consistent with and support statewide education reform efforts.

  • To provide funding to enable state educational agencies and local educational agencies to implement promising educational reform programs and school improvement programs based on scientifically based research.

  • To provide a continuing source of innovation and educational improvement, including support programs to provide library services and instructional and media materials.

  • To meet the educational needs of all students, including at-risk youth.

  • To develop and implement education programs to improve school, student and teacher performance, including professional development activities and class size reduction programs.

ESEA Title V, Part A, Innovative Programs State Grants - Specific Requirements and Accountability

The primary goal of the Innovative Programs State Grants program is to support local education reform efforts and provide funding to support innovation and education improvement.

Programs to achieve this goal shall be:
  • Tied to promoting challenging academic achievement standards.

  • Used to improve student academic achievement.

  • Part of an overall education reform strategy.

Flexible funding can be used for Innovative Assistance Programs, which include any of the following selected programs:
  1. Technology activities related to the implementation of school-based reform efforts, including professional development to assist teachers and other school personnel regarding how to use technology effectively in the classrooms and the school library media centers involved.

  2. Programs for the development or acquisition and use of instructional and educational materials, including library services and materials (including media materials), academic assessments, reference materials, computer software and hardware for instructional use, and other curricular materials that are tied to high academic standards, that will be used to improve student academic achievement, and that are part of an overall education reform program.

  3. Programs to improve the academic achievement of educationally disadvantaged elementary school and secondary school students, including activities to prevent students from dropping out of school.

  4. Programs to recruit, train, and hire highly qualified teachers to reduce class size, especially in the early grades, and professional development activities carried out in accordance with Title II, that give teachers, principals, and administrators the knowledge and skills to provide students with the opportunity to meet challenging State or local academic content standards and student academic achievement standards.
