No Child Left Behind Act
ESEA Title II - Part A - General Information
President George W. Bush signed the No Child Left Behind Act into law on January 8, 2002. This legislation reauthorizes the Elementary and Secondary Education Act (ESEA) and is the primary federal funding program supporting K-12 education. The reauthorized ESEA establishes a new state grant program titled Teacher and Principal Training and Recruiting Fund, which consolidates the previous Eisenhower Professional Development State Grants and Class-Size Reduction programs into a single
State formula grant program providing $2.85 billion to the States in FY2002. While the program does not directly require technology purchases, it allows for technology purchases making it a significant source of "indirect" funds for technology. It is estimated that this program will provide $400 million in
funding this year for technology and technology related professional development.
Purposes of the Teacher and Principal Training and Recruiting Fund include:
- Increase student academic achievement through strategies such as improving teacher and principal quality and increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools.
- Hold local educational agencies and schools accountable for improvements in student academic achievement.
Requirements and Accountability
The primary goal of the Teacher and Principal Training and Recruiting Fund is increasing the academic achievement of all students by helping schools and school districts improve teacher and principal quality and ensure that all teachers are highly qualified. State Education Agency (SEA) and Local Education Agency (LEA) strategies to achieve this goal must include:
- Professional development activities provided to teachers and principals that align with challenging State academic content standards, student academic achievement standards, State assessments, and the curricula and programs tied to those standards.
- The integration of Improving Teacher Quality State Grants funds with funds the LEA receives through the Enhancing Education Through Technology program (Title II, Part D) to train teachers to integrate technology into curricula and instruction to improve teaching, learning, and technology literacy.
Funding may be used to carry out one or more of the following selected activities:
- Providing professional development activities that improve the knowledge of teachers and principals concerning one or more of the core academic subjects that the teachers teach and effective instructional strategies, methods, and skills, and use of challenging State academic content standards and student academic achievement standards and State assessments, to improve teaching practices and student academic achievement.
- Carrying out programs and activities that are designed to improve the quality of the teacher force such as innovative professional development programs, including programs that train teachers and principals to integrate technology into curricula and instruction to improve teaching, learning, and
technology literacy.
